Portugal moves from grid queue to capacity market
Portugal’s grid strategy is shifting from “first in the queue” to “first to prove you can be counted on.”
DGEG’s latest security-of-supply monitoring flagged reliability risk across every future scenario without a capacity mechanism — and pv-magazine reported in June that Portugal is now designing a capacity market with a dedicated battery storage auction, targeting roughly 750 MVA.
Yesterday’s coverage of this month’s solar eclipse over Iberia was a reminder of why: grid operators are increasingly tested on ramp events, not just peak demand.
For developers, that reframes what “grid-ready” means. A signed connection agreement used to be the finish line. Increasingly, bankability now also depends on dispatchability, hybridisation and how a project performs inside a capacity mechanism — not just its place in the interconnection queue.
