Portugal’s storage auction: 1.05 GW at stake, 14 September
Portugal has set the date: 14 September, for 1.05 GW of storage capacity up for auction — 750 MW standalone BESS, 300 MW paired with renewables, part of a strategy targeting 3 GW of battery storage by 2030.
From the development desk, the auction date is the easy part to track. The harder part happened months earlier: land control locked in, grid-connection points confirmed, and environmental and permitting groundwork advanced enough that a project can credibly reach Ready-to-Build before bids are due.
We’ve seen this pattern before, across close to 1,175 MVA of greenfield wind, solar and storage-hybrid development in Portugal. Every capacity auction rewards developers who did the site-control and permitting work long before the tender rules were even published.
It also reframes what “greenfield” means for storage. A plot with no confirmed grid-connection point and no environmental clearance isn’t a project yet — it’s an option on one, and options expire on the auction’s timetable, not the developer’s.
In-house design work — siting, layout, grid studies — is what converts that option into something genuinely bankable, built around the connection point rather than hoping one turns up later.
The developers who show up in September with sites that are actually Ready-to-Build will have quietly started this work long before the auction calendar went public.
