Why Cheap Gulf Solar Tariffs Aren’t the Same as Delivered Capacity

Saudi Arabia’s Shuaibah 1 came in at 1.04 US cents per kWh. Abu Dhabi’s Al Dhafra at 1.32 cents. On tariff alone, the Gulf builds the cheapest solar on earth.

But a record tariff is a promise, not a plant. Gulf solar panel imports fell sharply against 2025 averages this year, and delivery delays of three to twelve months are now working through the region’s pipeline. Two Saudi utility-scale plants that reached commercial operation are still under dispatch restrictions months later.

None of this is really about panels. It is about which projects can prove, early and credibly, that they will actually connect, generate and get paid — and that proof is what determines where capital goes next.
