That’s the headline. The harder read sits underneath it: permitting volumes fell in several core markets, including Spain, even as installations climbed 30% year-on-year. Portugal moved the other way, posting what WindEurope called “significant increases.”
Sitting on the M&A and advisory side of this market, we see that gap every week. Capital is not short right now: buyers, IPPs and co-investment partners are actively looking to add wind and solar positions. What is short is the supply of assets that are genuinely ready — clean permitting status, a credible technical package, and a seller who can answer the hard questions before exclusivity, not after.
That is where the real work of intermediation sits. Running a competitive process well is not about the size of the teaser — it is pre-qualifying the technical and permitting story before the first non-binding offer lands, so the process does not stall three months in.
Portugal and Spain are telling two different stories in the same report, and both remain investable. But the diligence bar for each is different right now — treating them the same is how good processes lose months.
