EIB green loan revives Basque wind after a 20-year gap

The European Investment Bank has backed the Labraza wind farm in Álava with a €29 million green loan, arranged alongside Iberdrola España and the Basque Energy Agency.

At 40 MW, Labraza will be the first wind farm to enter operation in the Basque Country since 2006, expected to generate close to 100,000 MWh a year — enough for roughly 75,000 people — while avoiding an estimated 16,300 tonnes of CO2 annually.

What stands out from a development standpoint isn’t the loan size. It’s the financing structure. Alongside the EIB facility and corporate PPAs with local businesses, the project includes a crowdlending scheme that lets residents co-invest directly.

That combination — public development finance, commercial offtake, and local capital — is becoming a template worth watching in regions where new wind capacity has been dormant for two decades.

For developers and advisors structuring greenfield wind in mature but under-built markets, the read-through is straightforward: bankability increasingly depends on stacking financing sources that also build local buy-in, not just on securing the cheapest debt. Community-anchored structures like this one can shorten the path through permitting and local acceptance as much as they lower the cost of capital.

Twenty years is a long gap for a region to go without new wind. How replicable this financing stack proves to be for other dormant markets is worth watching.
