Portugal’s 750 MW storage tender closes amid strategy consultation

Portugal just closed a public consultation on its first National Energy Storage Strategy, run alongside a competitive tender for 750 MW of battery capacity — the window shut on 20 July.

Auction design like this forces a very practical question onto the development desk: hybridisation rules. Can a battery co-located with solar or wind share a grid connection cleanly, or does stacking revenue streams — arbitrage, capacity, ancillary services — start to erode the case for standing alone?

We answer that in-house before it ever reaches a term sheet. Layout, energy yield, technical due diligence and co-location economics get modelled project by project, because a bankable BESS asset in Portugal doesn’t look like one in the Gulf, and doesn’t look like one in East Africa either.

Three markets, three regulatory logics, three different answers to the same design question. That’s the multi-market reality of building storage pipeline properly rather than opportunistically.

Policy is moving fast. Technical diligence has to move at the same pace, or the numbers on paper stop matching what actually gets built.
