Portugal’s grid operator opens its first dedicated storage auction on 14 September — 750 MW standalone, 300 MW paired with renewables, the opening move in a strategy aiming for 3 GW of battery storage by 2030.

For developers bidding into that 750 MW standalone bucket, the auction itself is only half the exercise.

The other half is the Development Services Agreement sitting behind the bid — the document that allocates who carries permitting risk, who funds pre-notice-to-proceed costs, and how control passes if and when a project reaches Ready-to-Build.
