Projects like this only work if the power behind them is bankable on an industrial timescale. A steel plant sized for 1.5 million tonnes a year needs firm, long-duration renewable supply — not a portfolio of merchant PPAs hoping the spread holds for fifteen years.
That is where development work actually earns its keep: sizing generation and storage against a genuine load curve, structuring offtake so the buyer’s bankability risk and the developer’s construction risk sit with whoever is best placed to carry them, and sequencing permits so power and plant are ready on the same calendar, not staggered by years.
It is also a signal for Iberia’s broader industrial pipeline: as more heavy industry commits to green hydrogen and green steel, the renewable capacity backing it needs to be contracted, not assumed.
