Standalone or co-located: Portugal’s storage auction forces the call
On 14 September, Portugal runs its first dedicated storage capacity auction — 1.05 GW split between 750 MW standalone BESS and 300 MW co-located with existing renewables, spread across grid nodes from Rio Maior to Tavira.
We’re seeing the standalone-vs-co-located question stop being a footnote and start driving the whole development services agreement.
Co-location borrows an existing connection and shares its economics. Standalone buys full control of dispatch and revenue stacking, at the cost of building the case for a connection from zero.
Neither is automatically right. The answer depends on where the asset sits in the interconnection queue, what ancillary-service revenue is realistically on offer, and how much schedule risk the developer can absorb before September.
As a developer and advisory partner structuring DSAs on both routes right now, our read is simple: the standalone-or-co-located call has to be made before technical design starts, not layered on afterward.
3 GW of battery storage by 2030 is the target behind this auction. Getting that call right, project by project, is what actually gets Portugal there.
