Spain’s €612M Repoten 2 programme redefines wind repowering design

MITECO’s Repoten 2 programme has just allocated €612 million to 173 wind repowering and hydro modernisation projects in Spain — over 3.5 GW of renewed capacity, mobilising close to €3.75 billion in investment. More than half of the wind projects will add hybridised storage, together over 2 GWh of new capacity.
What stands out to us as project designers isn’t the funding round — it’s what the award criteria imply. Optimal turbine count and layout now has to be solved jointly with storage sizing, the existing grid access permit, the captured price profile, and the financing structure. Average turbine capacity in these projects is set to more than sextuple, from roughly 790 kW to 5 MW machines, which changes wake losses, foundation design and cabling far more than a like-for-like swap ever did.
We see this daily in our own development pipeline across Portugal and Spain: an ageing asset’s real upside is rarely “bigger turbines.” It is whether the site’s wind resource, its existing access capacity, and a right-sized battery can be re-optimised together, before construction starts, not after.
Hybridisation, revenue stacking and remaining-life analysis are now core deliverables in any serious repowering study, not add-ons.
